TIt all Started with Joe
A man named Joe, from Australia, was experimenting on his car in 1992, trying to get it to run on steam. He was using high voltages to create the steam and he discovered that even after the water was charged with the electricity, and the electrodes were no longer connected, the car continued to run. He discovered that there was a very special process happening and that the water was being affected by the electrical charge and it was retaining that charge which was making the car run solely on water.

Joe refined and improved the process and developed several prototypes which we have now come to call the Joe Cell. The Joe Cell is a system using a process similar to electrolysis, but quite different in ultimate outcome. It is created by using tubes of concentric non-magnetized stainless steel immersed in water. The tubes are electrically insulated from each other with non-conducting spacing material. The Joe cell usually consists of 4-6 tubes of different sizes, concentrically placed one within the other. The electrical charge is applied only to the outer cylinder and the inner one, leaving several "neutral" plates in between that do not directly receive any electricity. The neutral plates seem to be part of the special ingredient to create what the Joe-Cell is trying to do - which is to create a free, clean, and healthy form of energy for our automobiles. |
There are many theories about how the Joe cell powers cars. Since the cars that have been reported to run exclusively on the Joe cell with no additional fuel have run "cold," meaning, the function of the engine does not heat up, but rathers cools off, it is proposed that the process of the Joe cell is running on implosion. Implosion is the opposite of explosion - when there is an ignition / spark applied to the energy that is being outputted by the Joe cell, the energy does not explode, releasing outward heat and energy /force, it is imploding, absorbing heat from the atmosphere and causing a cavitation of force, which pulls the pistons down in the engine instead of pushing them up as is the normal functioning of the internal combustion engine. The fuel has been proposed to be orgone, radiant energy, and all of the synonyms that are associated with that. A scientist named Meyl believes that the cells might be outputting Neutrinos, which, in the presence of the high voltage ingition spark from the engine, causes the neutrinos to release electrons, energy, and to absorb heat from the atmosphere. Alby likes this theory the most, because the Joe cell is designed to balance the electromagnetic fields of the positive electricity applied on the outside, and the negative electricity applied on the inside, with the neutral plates sitting in between. The balance of the two creates a "third" energy, which is very much an alchemical union of opposites. It is believed that this third energy taps into the Zero Point energy field, which is the electromagnetic neutral place of balance, and... free energy, infinite source of potential, and a very healing space.
But the Joe Cell does not create a perfectly balanced electromagnetic field because of the flaw of its design, having large gaps at the ends of the cylinders, and also, using a cylindrical shape, it is not ideal.

Claims about amazing cars that run on water are nothing new. They have been around almost
since the first Model T Ford rolled off the production line. What makes this story different is
that it just may turn out to be true.
In 1991, an Australian named Peter Stevens, along with several members of a group called
ASTRO (Alternative Science & Technology Research Organisation) attended an alternative
living expo in Northern New South Wales. The event attracted a wide variety of exhibitors and
enthusiasts from around the country. At the show, Peter met a man by the name of Graham
Coe who had fitted two unusual pieces of equipment to his Toyota Celica. He claimed the twin
cell type devices improved vehicle fuel economy by up to 70%. Peter was immediately struck
by the simplicity and potential of the devices, but at the same time was also sceptical. In an
effort to determine the validity of the claims, Peter enlisted the help of his local mechanic - a
man who today chooses only to be known as Joe.
After thorough examination and testing of the Celica, Joe was convinced these devices actually
did what Graham claimed - that is they dramatically improved both fuel economy and power.
When Peter and Joe asked Graham about the origin of the devices, Graham said that his
grandfather has passed on the plans. His grandfather revealed to him that the devices were
not his invention. He'd simply copied the design from similar devices he'd seen fitted to tanks
during the second world war. He had told graham the devices were added to increase the
range and speed of the tanks while on the battlefield.
Peter and Joe immediately decided to begin developing their own cells. At the time however,
they could not find any suitable stainless steel tubing like they had seen in the Celica. They
approached a local company Norco, who had some stainless tubing fitted to a million dollar
piece of milking equipment that wasn't being used. The pair borrowed the tubing and began
building a crude cell. Soon after, they had success. First getting Joe's V8 3500 Rover to run
on a combination of fuel and cell energy and then later they claim, getting the Rover to
operate on cell energy alone.
Three weeks after beginning their exciting new project, Norco required the stainless parts to be
returned and the pair were forced back to square one. At this time, Joe attempted to build a
completely new cell using a combination of PVC agpipe and a series of circular stainless steel
plates. It is today referred to as the Mark 2 Cell. The Mark 2 Cell did not perform very well. Joe
attributed the poor performance to an excess of gas pressure. The cell expanded by as much
as an inch while the vehicle was in operation. This cell made it extremely difficult to control the
power produced by the engine. Joe concluded that both the cell and the gas energy transfer
pipe needed to be made from a rigid material to achieve optimal performance. Given that
standard Joe Cells, do not produce gas, it appears that this mark two Cell was a standard
standard hydroxy electrolyzer cell
After problems with this cell, the pair then began a long and exhaustive search to find the
perfect stainless steel for use in their cells. Through a process of experimentation and
elimination, they managed to determine the type of stainless steel that was best suited to the
task. They also began to expand their knowledge and understanding of the physical processes
required to build a functioning cell. The pair eventually came up with a design that features
four or five concentric cylinders, the inside one functioning as the cathode, the outside one
acting as the anode with a number of neutral cylinders in between. They also discovered that
austentic stainless steels (non-magnetic) were best for the building cells that were effective.
This Mark 3 cell design has since become the standard design used by most replicators today.
Around 1993, Peter and Joe approached a retired University Professor, Professor Ron Davis,
to assist in improving the design of the cell. The cell was working but would die each night.
Professor Davis established that by adding a small 1.5v battery to the cell, the charge could be
maintained for long periods. Through the mid-nineties, the men also began documenting their
experiments on video. Because Joe was largely featured speaking in the videos, the device
came to be known as the Joe Cell.
After making improvements to the Joe Cell device, Professor Ron Davis began looking into
whether a patent could be sought on the design. This action introduced a large amount of
tension to the relationship of the three men. Peter Stevens was of the opinion that the
technology was not theirs to patent, as the device had clearly existed for many years prior to
their research. Joe accused Peter of possibly having plans to acquire his own patent and a rift
developed. Peter and Joe did not speak for many years and Professor Ron Davis passed
away some time later . None of the men ever filed a patent on the device.
As the Joe Cell videos began to circulate, a progressively larger number of people became
interested in the men and their discoveries. And not all of it was positive. Joe was threatened
and told in no uncertain terms that if he continued with researching the technology, he would
pay the price in the form of his life. As a result of these threats, Joe ceased any public
involvement in relation to the Joe Cell and Peter deliberately kept a low profile for many years
after.
Over the past 5 years, the rapid growth of broadband internet has provided a means for the
original videos and theories to gain widespread distribution. Spiralling oil prices along with a
sense of urgency toward the problem of global warming have largely renewed interest in the
device. A number of websites and online interest groups have developed around the
technology. In March 2006, an American named Bill Williams became one of the first
individuals outside of Australia to claim a successful replication of the technology. He produced
a short video of his Ford F250 truck using a Joe Cell built to the specifications provided by
Peter Stevens. Shortly after announcing his successful replication, Bill William's s life was also
threatened.
Today, Joe is still extremely wary of being publicly associated with the technology and
discourages others from having anything to do with it. Peter Stevens is once again actively
involved in promoting the technology and teaching others how to build functional cells. After
several years not talking to each other, Peter and Joe eventually patched up the past and now
speak regularly.
To date, around six people have claimed to have powered an internal combustion engine
using a Joe Cell, although none have been able to publicly demonstrate their claims.
Origins of the Joe Cell.
So just where did the idea for the Joe Cell come from? And just how old is it? This is something
we may never know, however evidence of its origin can be found as far back as the 1930s. One
extremely interesting piece of historical evidence was created in the following piece of artwork
produced by Walter Russell in 1962.
Walter Russell is a controversial figure in physics who theorised that the universe is founded
on the unifying principle of rhythmic balanced interchange. Russell was one of a series of
people, including Viktor Schauberger and Nikola Tesla, who advocated the transmission or
acquisition of energy from what Einstein referred to as the 'fabric of space'. This image, created
in 1962, bares a striking similarity to something that is today referred to as the Joe Cell.
